The New York City DOB has announced a temporary extension to the annual Local Law 95 (LL95) posting deadline. For the 2025 compliance cycle, building owners will have until December 31, 2025, to display their official building energy efficiency grade, a two-month delay from the typical October 31 deadline. Grades are expected to be made available through the DOB NOW Public Portal beginning December 1, 2025.
Why the Delay?
This year marks the first full compliance cycle for Local Law 97 (LL97), which introduced new carbon reporting and benchmarking requirements for large buildings across the city. The DOB has noted that the additional review and data validation needed under LL97 has extended its timeline for issuing the LL95 energy efficiency grades.
The Department emphasized that this delay applies only to the 2025 posting period, and normal timelines are expected to resume in future years.
What Is LL95?
Enacted as part of New York City’s Climate Mobilization Act, Local Law 95 requires all buildings over 25,000 square feet to display an energy efficiency grade near each public entrance.
The letter grade corresponds to the building’s ENERGY STAR® score, calculated from annual benchmarking data submitted under Local Law 84.

These grades are designed to make building energy performance transparent to tenants, visitors, and the public, and to encourage ongoing energy efficiency improvements across the city’s real estate sector.
What Owners Should Do Now
Building owners and managers should plan to:
- Check DOB NOW in December 2025 to download their official Building Energy Efficiency Rating Label.
- Post the grade at each public entrance by December 31, 2025.
- Avoid penalties. Failure to post the label can result in a $1,250 annual violation
While most owners are currently focused on meeting LL97 emissions limits, improving your building’s energy performance under LL97 can also boost your letter grade under LL95 — providing both compliance and reputational benefits.
